Housing: Cardiff Council

Mr J complained that he received conflicting information from Cardiff Council regarding bamboo causing damage to his neighbour’s fence and that the Council failed to provide evidence of the damage.

The Ombudsman found that the Council had photographic evidence of the damage which it could not disclose to Mr J without the authorisation from the neighbour whose property was in the photos. This caused additional frustration to Mr J. The Council has now obtained authorisation.

The Ombudsman decided to settle the complaint without an investigation. She sought and gained the Council’s agreement to issue the photograph evidence, with an explanation of why it was not able to at an earlier date, within 1 week.
